Township Awarded OPWC Grant for 2022

In October 2021, the trustees submitted an application to OPWC (Ohio Public Works Commission) for a grant to widen and resurface Township Road 60 one mile beginning at Township Road/County Road 61 then heading north commencing at County Road 59. The application was submitted as Township Road 60 Improvements, Phase 3. The total engineer's estimate for this project was $120,152.00.
The township received the award letter from the OPWC on July 1st approving the grant. OPWC gave permission for the bids to be advertised prior to the official award notice given on July 1, 2022. Bids were opened at the regular township meeting on July 12, 2022. The township received three bids.
The trustees unanimously accepted the bid from Kokosing Construction Co. of Mansfield, Ohio. Kokosing came in with the lowest bid at $127,522.30. The OPWC grant will cover $88,912.00, which is 74% of the engineer’s estimate. The township will be responsible to cover the balance of $38,610.30. This is an additional $7,370.30 over the initial 26% estimate of township funds. Because of the steady increase in fuel prices and cost of materials, all the bids were over the engineer’s estimate that was calculated in the fall of 2021. The awarded bid was less than 10% over the engineer’s estimate, allowing the trustees to accept the Kokosing bid. The other bids received were Small’s Asphalt Paving for $132,645.55 and Shelly & Sands, Inc. $150,829.50.
