Township Awarded OPWC Grant for 2026

July 2026
In November 2025, the trustees submitted an application to OPWC (Ohio Public Works Commission) for a grant to widen and resurface Township Road 133 one mile beginning at County Road 28 then heading east commencing at County Road 130. The application was submitted as Township Road 133 Improvements. The total engineer's estimate for this project was $197,899.
The township received the award letter from the OPWC on July 1st approving the grant. OPWC gave permission for the bids to be advertised prior to the official award notice given on July 1, 2026. Bids were opened at the regular township meeting on July 14, 2026. The township received four bids.
The trustees unanimously accepted the bid from Small's Asphalt Paving of Gambier, Ohio. Small's came in with the lowest bid at $201,990. The OPWC grant will cover $146,445, which is 74% of the engineer’s estimate. The township will be responsible to cover the balance of $55,545. This is an additional $4,091over the initial 26% estimate of township funds. Because of the steady increase in fuel prices and cost of materials, all the bids were over the engineer’s estimate that was calculated in the fall of 2025. The awarded bid was less than 10% over the engineer’s estimate, allowing the trustees to accept the Small's bid. The other bids received were Shelly & Sands for $218,561, Mid-Ohio Paving for $219,555 and Kokosing Construction for $225,142. Since first applying for an OPWC grant in 2012, the township has received a total of $1,177,194 in grant funding!
